Why haven't the responsible people been put in jail for the near financial collapse of our economic system?

Just viewed a detailed documentary on how this happened and laws were broken all over the place.

In Iceland the bankers responsible have been charged and locked up, Switzerland is in the process of doing the same. everywhere else in the western world the banks own everything, so they just buy their way out of prosecution and get a very large bonus for doing so! If you own the law, who's going to hold you accountable? the general population is far to apathetic. Our current society is doomed! and within the next few years its gonna get a lot worse.
