Make up remover, face cream, and soap and water. Do not scrub.

On the box of dye, does it list anything in the directions what to use? Look up on line the name of the dye and see what they suggest.

Any cleansing cream with fats or oils in it, ie: creamy.  And I say yes,  do scrub at the site of skin discoloration with a washcloth. May need to do a couple of times. If it's bad do every 3-6 hrs. Your natural skin oils will help dissolve and dislodge it.  Cleansers are the big helpers here.
