Until your neighbors tree falls on your house and smashes a giant hole through it, then your insurance claims act of God and your neighbor claims, "Not mine, I can't own a living thing!". Than what?

I go for the 'act of god' claim.. In this life, nothing is for sure, we must take some responsibility somewhere, sometime. People always looking for someone else to take the responsibility, tree falls on my house, i will be pissed at who? My neighbor?? Not his fault. Unless the tree of course has been dead for some time and he did nothing about it..
In Ca, if you want to take down a tree, you must firs advise the city, at that time, the city will assign a city certified tree surgeon,to attempt saving the tree- they then come and charge you double what tree doctor you could find on your own- Knowing that trees are slow, it could take two or more years before the results of this 'attempt to save a life ' begins to show success.. meanwhile, this tree dies and falls on your neighbors house. can you hold the city responsible?? i don't think so.

The way to kill a tree is shoot it with a copper clad bullet, it'll be dead in a year.
