Mel. if the fence is bordering both your properties i would say 50/50 if not, your neighbours fence is their responsibility, you have no claim over it.

Contact a Licensed Land Surveyor, he/she can legally establish property lines.

Here in US it all depends on whare the property lines are and whare the fence is in relation to it. When I installed fence on my property I made sure it was 1 foot away from the line to stave any dispute.

Unless it is considered "joint property" or there are clear definitions of ownership or responsibility in some written document, I think you answered your own question when you said, "neighbour's fence".
I share a fence and dread the day it needs repairs. "They" say good fences make good neighbors, but nobody ever said good neighbors make good fences.
