What is the best small city to retire to in a warm climate- no snow! with low cost of apt.

I think N. Carolina area would be nice,
Also central TX. nothing higher than lower Dallas area.

    Acapulco.

Try Hot Springs, Arkansas.  Small town of less that 50,000 people with moderate winters.  The summers can be hot and humid but it is a nice place to retire.  Plently of fresh water lakes and related activities there.  Or, consider the mountains in North Carolain.  Snow can be a short term event there in December-January.
