No. If you did not pay any taxes or have them deducted from your paycheck, you can not get a refund.
However, because of many special programs in the tax system, the earned income tax c credit programs most noteably, you may receive what would seem like a "refund" of taxes that you didn't even pay! These same credits may be provided over the year in each of your paychecks and you should talk with your payroll manager about it.

I know of people who don't work at all and they get cash back on earned income stuff! Like some women on welfare who get sizeable checks from the (refund) And people wonder why so called (entitlement) agencies say they are broke!

Yep. It's ridiculous. What's worse is the way people sell their dependants at tax time. The drug users let them go for $500, and the thief who buys them makes 4x on that EIC alone, not to mention the standard deductions
