      My experience is that they record your message on the phone. What I did was go to the local office of the Social Security Administrationl to file an application.  You can do that 3 months before your 65th birthday.

        Call 1+800-MEDICARE. THERE MAY BE A LITTLE WAIT, BUT THEY SHOULD BE ABLE TO HELP YOU.
