What could the president do? Not much of anything. Look at your history and you will see that contrary to what the public believes the president has very little effect on the economy, other than possibly through some rhetorical efforts. It comes down to bussiness cycles, public perception, and legislative activity. The president gets the credit when things go well and the blame when they don't, both of which he probably doesn't deserve. His most important responsibility is in foreign policy and setting a tone for the people. For example, whether you liked Regan or not, his biggest contribution to this country wasn' t any of his political accomplishments, but the fact that he inspired the nation after the malaise of the Carter adminstration. He made people feel respected and set a positive tone for the country. Hence the appellation, "The Great Communicator."
