FAIR SENTENCING ACT OF 2010 SHOULD IT BE MADE RETROACTIVE?

WITH OUR ECONOMY IN RUINS SHOULD WE CONTINUE TO LOCK AWAY AND PAY TO JAIL LOW LEVEL DRUG DEALERS FOR EXCESSIVE AMOUNTS OF TIME AT TAXPAYERS EXPENSE,ITS MORE BEING SPENT ON INCARCERATION THAN EDUCATION

I believe that the sentencine act of 2010 should be retro to those who meet certain criteria, (1), Being a low level drug offender, (2), Non violent history, (3), Doing & activly participating in positive behavoral changes while incarcerrated,(4), having no write ups while incarcerated, (5), Showing & Demostrating being a role model while incarcerated, the list can go on this is just an opinion on this question.

Unfortunately, penalties cannot be applied retroactively. Pardons and probation is the only way out for the criminal.
