Virus's and too many cookies can slow down your computer. Not defragging your disk at least once a month can slow down your computer performance as it has to search all over for information. An unfragged disk is like a messy office with important papers scattered about and not organized. The disk is like your computer's file cabinet.

Like a car, your computer needs regular maintenance.

Make sure you dump your cookies daily (just before you log off your computer). Tools > options> privacy > cookies > delete all.

Have a good virus scanner installed.

AVG offers a free anti virus. http://download.cnet.com/AVG-Anti-Virus-Free-Edition-2011/3000-2239_4-10320142.html

Malwarebytes is another good one and is also free http://download.cnet.com/Malwarebytes-Anti-Malware/3000-8022_4-10804572.html Set the scanner to always on and to update daily.

To defrag your disk, go to the start menu > all programs > accessories > system tools > disk defragmenter
i dont think so but it will take up data space
It can slow it down if you already have a crap-ton of other data. But otherwise, no, it can't.
