No, If they do not have their own internet access they're probably using hotspots to use their computer at. This will change their IP address. Or they could be using an IP scrambler which is illegal.

You can be tracked directly to your home address from the IP address. The IP is the number assigned to your computer by the internet provider you are using. That provider has all your information.

If you move, then you will be reconnected to the internet at your new location. You will get a new IP for that location.

Yes I'm aware of that but what i mean is does it change if a persons using the same computer ? Or a change in there destination like if i'm here in Sydney will it be a different address id tomorrow if i'm in melbourne.using a different computer

Heres another way my friends ip address came up saying London one day with all different numbers and today it said Manchester with different numbers again.
So did they use a different computer ? Do you know what I'm meaning?
the first 2 numbers on the ip address are the same but the rest are different as with the addresses london and then Manchester does that mean anything like does it mean its from the same computer?
