It's because of their own insecurity. If you feel good about yourself, you'd most likely have an "I am OK, you're OK" attitude. In other words, it feels good to the insecure person to bring you down to his level.
The best thing to do is be totally indifferent. People can handle two things: to be liked and to be hated. At least they know they're getting under your skin when you loathe them. To be indifferent to someone means his existence doesn't matter. Hence, if you don't like someone, be indifferent towards him.

You are right in the sense to presume the difficulty in which one could feel indifferent about what had just taken place, i.e. two gunmen in your living room. Nonetheless, I can assure you that I would do everything within my power to make certain justice is served. This “low” priority crime can, for instance, be urgently pushed up to the next level if you know the right button to push in the police department. The idea of being indifferent by “turning your right cheek for your enemy” does not pertain here. I understand too that in your mind this creates a paradox: maintaining indifference while seeking justice.
Another question I just responded to was whether or not I had hit an animal. My answer was an unequivocal ‘yes.’ Another dog had my dog in its jaws for about 3 minutes. As my dog was near death, I used a shoe rack to hit it with all my might but it wouldn’t let go. I hit it again and again and still nothing happened. Finally I stuck a water hose in its nose before it succumbed. Another lady then asked, to the effect of, whether I would defend my dog in the same manner I would a human being. I told her that I would not be using a shoe rack to hit someone or an animal that’s trying to hurt my child. I would instead use a 3 iron golf club instead. When trying to protect lives, you may protect your loved ones while at the same time having an indifferent feeling towards the bad guy (just watch Soprano) or a mean dog.
Finally, my sense is that the things that bad people do to you are the very same things they are most fearful of.
Sometimes you judge others because you see them letting the side down, the side being the human race. Like when you see a very fat person eating a large cream cake or someone with a bad cough smoking. Of course judgement can work both ways you can judge someone to be better than you and create in you too much reverence. Judgement is a basic human attribute.

It's built into our societies. America has juries of our peers. Teachers judge our schoolwork. Beauty contests judge our appearance. Evaluations judge performance. Television shows have all kinds of elimination contest shows.
Don't we pass judgment when choosing a friend and spouse.

Jesus has said to us that he will come back and when he dose it will be judgment day. Why did he judge, because they were all wicked. Why did God judge because they were wicked and not the truth. I was in a sermon once and they were speaking as Jesus and I could have sworn they said that it's fire. That he came back and it's fire. And truthfully, it sounded like he was scearming, these words and as if we wont know how bad it's going to be. After hearning this I turned to my friend and thought to myself, oh my god did you just hear that.
